3. Consideration and Approval of Minutes of the BEACON Meeting held February 13, 2004.

  • Action - Approve and file.

4. Public Comment and Other Reports. Comments from the public on matters not on the agenda.

  • a. Reports from legislative offices.

  • d. Receive reports on other projects within BEACON jurisdiction:

5. Executive Director Transition/Responsibilities

  • Action:
  • a. Provide policy direction for Executive Director position and other personnel issues.
  • b. Adopt a resolution appointing an Executive Director.

7. Army Corps Section 227 Project, Oil Piers Reef

  • Action:
  • a. Review and provide staff direction regarding either authorizing the Executive Director to approve a Memorandum Of Agreement with the Department of Army for Construction of the Shoreline Erosion Control Demonstration Project, or to seek further negotiations with the Army Corps..
  • b. Direct staff to pursue “Plus Out” or other legislation from Congress or the State Legislature to excuse BEACON from responsibility for the maintenance, repair, replacement, removal, and liability exposure of the Reef.

8. Coast of California Storm and Tidal Wave Study

9. Coastal Sediment Management Master Plan project.

  • Action:
  • a. Authorize Executive Director to approve an Agreement with the Department of Boating and Waterways for the Coastal Sediment Management Master Plan Project in the amount of $344,270.
  • b. Adopt a resolution authorizing BEACON to accept the State funding for studies needed for development of the Coastal Sediment Management Master Plan Project.
  • c. Direct staff to proceed with a consultant selection process for a turbidity study and sedimentation study and authorize the Executive Director to execute agreements with the selected consultant(s).
